William Taylor
Bill Taylor is a member of the Alexandria, Virginia law firm of Taylor & Powell, LLC. For over 30 years, Bill has helped petroleum marketers deal successfully with a full range of issues, including the Petroleum Marketing Practices Act, environmental laws and regulations, antitrust and franchise issues, and business transactions, including acquisitions and supply contract issues. Bill and his partner, Russ Powell, serve as legal counsel to the National Association of Shell Marketers and the Mid-Atlantic Petroleum Distributors Association, and edit and publish the Digest of Decisions Under the Petroleum Marketing Practices Act (available online at www.pmlis.com). Bill has also served as President of the Association of Oil Marketer Attorneys and as Vice Chairman of the American Bar Association=s Committee on Oil Refining and Marketing. Bill received a Bachelor of Arts Degree from Wake Forest University in 1970, and a Juris Doctor Degree from the University of North Carolina Law School in 1973. He is a member of the bars of North Carolina, Virginia, South Carolina and the District of Columbia. He is also admitted to the bar of the United States Supreme Court and to numerous Federal District Courts and Federal Courts of Appeal. Bill’s fellow attorneys have given him the highest rating ("av") for attorneys, as reflected in Martindale-Hubbell, the national attorney directory.
Russ Powell
Russ Powell is a member of the Alexandria, Virginia law firm of Taylor & Powell, LLC. Russ has decades of experience representing petroleum marketers in negotiations and litigation involving the Petroleum Marketing Practices Act, environmental laws and regulations, antitrust and franchise issues, and business transactions, including acquisitions and supply contract issues. Russ and his partner, Bill Taylor, serve as legal counsel to the National Association of Shell Marketers and the Mid-Atlantic Petroleum Distributors Association, and edit and publish the Digest of Decisions Under the Petroleum Marketing Practices Act (available online at www.pmlis.com). Russ holds a B.A. Degree in Philosophy from Washington and Lee University and a Juris Doctor Degree from Boston College Law School.
